The request would provide funding to restore the Belvedere, a public space that spans over Interstate 64 in Louisville, Kentucky, and which has not undergone major repairs in more than 50 years. The Cooper Chapel Road Extension and Construction project will construct 2.8 miles of new two-lane roadway with a continuous center left-turn lane and 2.8 miles of new shared-use path in Louisville, Kentucky. This is a valuable use of taxpayer funds because the project will improve traffic flow and safety for drivers by adding a continuous left turn lane, while also supporting non-motorized forms of transportation by creating a new 2.8 mile shared use path.

Louisville Metro Justice and Behavioral Health Project — $970,246

The funding would be used for adding dedicated staff to Jefferson County's existing treatment courts, which include four drug courts, two mental health courts, and one veterans treatment court. The funding would add dedicated, permanent staff, including a case manager, a licensed clinical social worker, and a treatment court liaison, and it would support client assistance with transitional housing, transportation, and the cost of Continuous Alcohol Monitoring participation. The project is an appropriate use of taxpayer funds because it will support recovery and reduce recidivism.

This project will construct 2.5 miles of mixed-use pathway, including a new bridge in the Dodge Gap area of Jefferson Memorial Forest and a rehabilitated tunnel beneath the Gene Snyder Freeway. This is a valuable use of taxpayer funds because it will close a significant gap in the greater Louisville Loop, increase access to multimodal transportation, including for pedestrians, cyclists, and individuals with disabilities, while improving safety and access for all.

This is a valuable use of taxpayer funds because this project will allow Jeffersontown to advance their "Creating Vibrant Communities" economic development plan for growth and activity in the Gaslight Square district by converting a vacant, crumbling building into a mixed-use space that accommodates new businesses.

The funding will support the Ultimate Afterschool Exploration program operated by Boys and Girls Clubs of Kentuckiana locations in the California, Newburg, Parkland, and Shawnee neighborhoods of Louisville, Kentucky. With this funding, over 4,000 students at these locations will have access to intentional STEM programs during afterschool and summer hours that will include robotics, drone operation, learning 3D printing, completing science projects, and exploring science and technology careers. This is a valuable use of taxpayer funds because it would support NASA's objectives of expanding knowledge of the Earth and space and serve to preserve US leadership in aeronautical science.

This is a valuable use of taxpayer funds because offering a dedicated shelter ensures a safe and supportive environment where young adults can access specialized services such as mental health support, educational programs, and job training.

This project will help Louisville Metro Government transform St. Mary's Church, recently acquired from the Archdiocese of Louisville, into a dedicated facility to serve homeless women and children. This is a valuable use of taxpayer funds because Louisville currently has no overnight shelters specifically for these groups, while 38 percent of the city's homeless are women and 14 percent are children.

Neighborhood Drainage Improvements — $1,000,000

The funding would be used for addressing severe flooding and stress to aging stormwater infrastructure from the increased frequency of extreme storms. This initiative, which began in 2003, allows MSD to solve drainage problems caused by erosion, standing water, and flooding. The project is an appropriate use of taxpayer funds because the project addresses health and safety issues like structural flooding, overtopping roadways, and hazardous erosion.

West Louisville Odor Improvements — $1,500,000

The funding would be used for infrastructure upgrades to hundreds of catch basins in Louisville's Russell neighborhood. These upgrades to Louisville's 100-150 year old combined sewer system will address the persistent issue of sewer odors caused by wastewater flows and drying out of catch basin traps during dry periods. The project is an appropriate use of taxpayer funds because upgrading catch basins will improve quality of life and will have a positive impact on wastewater quality within the combined sewer system. By replacing this aging infrastructure, the grantee will be able to accomplish EPA Nine Minimum Controls and Capacity Management Operations and Maintenance guidelines for control of solids and floatables and system and infrastructure maintenance.

Lead Service Line Replacement — $1,500,000
Louisville Water Company

The funding would be used for the material identification of lead service lines, and - when found - their replacement. Requested funding would provide for the replacement of approximately 1,700 water service lines at no cost to homeowners. The project is an appropriate use of taxpayer funds because although Louisville Water's treated drinking water does not contain lead when it leaves their treatment plant and Louisville Water has replaced all known public lead service lines in their service area, lead service lines remain on private property and continue to pose a risk to public health and safety.

Simmons College Westover Campus Construction — $1,000,000

This project will support construction activities that transform a vacant, deserted former parochial school into a state-of-the-art and accessible STEAM education hub. Such transformation is a valuable use of taxpayer funds because the project will support economic development in Louisville by creating a new education program that will serve as a pipeline for new engineers in Louisville. It will also expand pre-engineering pathways through partnerships with K-12 schools in the city in which high school students will be able to earn college credits, and the school has industry partnerships with Louisville businesses in the fields of manufacturing and aviation. This project will prepare students for high-demand, good paying careers and develop our workforce and economy.

Paratransit Vehicle Replacement — $1,080,000
Transit Authority of River City

This project will allow the Transit Authority of River City to replace 10 cutaway paratransit vehicles that are well beyond their expected useful life. This is a valuable use of taxpayer funds because these vehicles will provide ADA accessible transportation to complement the transit authority's fixed route system.

Jefferson Rising Parking Lot Project — $1,000,000

This funding would be used to help JCTC revitalize their downtown campus in the heart of Louisville, replacing a surface parking lot in order to improve accessibility, improve the quality of our downtown, and ensure JCTC's students - who are all commuters - can continue to pursue degrees on campus. The project is an appropriate use of taxpayer funds because it fits well inside our city's downtown economic development plans and will replace acres of asphalt-based surface parking lots with a compact and safe place for students to park while they pursue their education.
