Congressmen McGarvey, Luttrell Champion Two Bipartisan Bills to Support Veterans

Today, Congressmen Morgan McGarvey (KY-03) and Morgan Luttrell (R-TX )introduced the Veterans Compensation Cost of Living Adjustment (COLA) Act and the Review Every Veteran's Claim Act.

"I’m proud to partner with Chairman Luttrell to support the Veterans COLA Act and the Review Every Veterans Claims Act to ensure veterans in Louisville and across the country receive the benefits they earned," said Congressman McGarvey. "I’ll always stand against anything that prevents veterans from accessing their earned benefits, from the cost-of-living crisis that’s eating away the purchasing power of veterans’ benefits to the VA denying additional disability claims purely because a veteran couldn’t make a new medical appointment. These brave men and women put on the uniform to protect all of us — we must continue doing everything we can to support them."

The Veterans Compensation Cost of Living Adjustment Act will help keep veterans and their families financially secure by ensuring their benefits keep pace with inflation, just like Social Security. At the same time, too many veterans have had their claims denied simply because they couldn’t make a VA appointment. The Review Every Veteran's Claim Act fixes this by requiring the VA to consider the full scope of evidence before making a decision, so no veteran is left behind due to red tape,” said Congressman Luttrell. “Both of these bills are about accountability and supporting those who fought for us. I’ll keep working to make sure every veteran gets the benefits they deserve,” said Congressman Luttrell.

Veterans Compensation Cost of Living Adjustment Act

Effective December 1, 2025, this adjustment will provide financial relief to veterans by aligning their benefits with the cost-of-living increase that Social Security beneficiaries receive. The Veterans COLA Act ensures that veterans and their families do not fall behind economically as inflation impacts households across the county, recognizing the sacrifices they have made for our nation.

Review Every Veteran's Claim Act

This bill would preclude VA from denying a claim based on the sole reason that a veteran failed to appear for a VA examination that VA scheduled in conjunction with a claim for VA benefits. The bill would require VA to consider the evidence already in the veteran’s claims file and make a decision on their claim. Approximately 1,000-2,000 veterans per year will benefit from this bill.
