Louisville Metro Council:
The Louisville Metro Council is the city’s primary legislative body. It is responsible for adopting the city budget, approving mayoral appointees, levying taxes, and making or amending city laws, policies, and ordinances. Use this map to locate your Metro Council member’s contact information.
Report Issues with City Services:
You can call 311 or visit this link to report issues related to noise ordinance violations, street and sidewalk repair, animal control, zoning, sanitation and more.

Homeless Prevention Grant through KYVA

Can be used toward immediate assistance with rent, electric, gas, water, and deposits for rent or utility up to $500

Provides emergency assistance to Post 9/11 or active duty service members with an estimated date of discharge or retirement who are facing temporary financial hardship.

When a request for assistance is received, an applicant will receive a response in 48 hours.

We cannot assist on a legal case, civil or criminal. If you need legal assistance, we recommend you contact an attorney. The Kentucky Bar website lets you search for an attorney based on location and practice area. Alternatively, you may call the Kentucky Bar at 502-564-3795
If you qualify, Legal Aid may be able to provide you assistance on civil matters such as eviction, foreclosure, obtaining Veterans benefits, or assisting you in obtaining a protective order.
Immigration Legal Resources:
The International Refugee Assistance Project (IRAP) provides free legal help to some refugees and displaced people.

IRAP helps some people find services and prepare refugee and visa applications.

IRAP is not part of any government, IOM, or UNHCR.

IRAP cannot grant refugee status or visas or speed up cases.

IRAP cannot provide financial help, find or pay for housing, or find jobs.

Low Income Home Energy Assistance Program (LIHEAP)
The Louisville Metro Office of Resilience and Community Services offers assistance to households facing heating crises through the Low Income Home Energy Assistance Program (LIHEAP). The program assists income-eligible households in Jefferson County with home heating costs on a first-come, first-served basis. Learn more and see eligibility requirements here.
MSD’s Emergency Wastewater Rate Assistance Program (EWRAP):
EWRAP can provide eligible residents in Jefferson County a 30% discount on wastewater charges and the consent decree surcharge. Eligibility includes households at or below 150% of the federal poverty guidelines, with proof of an active utility account with the Louisville Water Company and MSD. This enrollment period is for new and renewing MSD discount program clients. Learn more and apply here.
MSD clients who are 65 years of age or older with a gross household income of $35,000 or less per year may be eligible for MSD’s Senior Citizen Discount Program. It is recommended you submit your MSD bill with your LIHEAP documentation to see if you qualify for a MSD discount program. To learn more visit this link.
LG&E WeCare Program:
The WeCare Program works to help income-eligible LG&E customers lower their utility bills and provides a safer, more comfortable home. More importantly, LG&E helps customers learn how to be more efficient – whether it’s through your own energy conservation efforts, or through the installation of energy-saving devices. Eligibility requirements include:

LG&E and KU electric or LG&E gas customers who have lived in their home for one year with 9 months of continuous service.

Customer’s income must meet the guidelines of the federal government’s Low Income Home Energy Assistance Program (LIHEAP).
Rental and Utility Assistance from the Association of Community Ministries
Many area ministries in Louisville offer rental and utility assistance. Use this link to locate the community ministry in your zip code and contact them for help.

Need assistance with essential services such as food, housing support, legal aid, and more? Call 211.
211 is a free, 24/7/365 confidential referral and information helpline and website that connects people to essential health and social service assistance, like food, housing support, legal aid, and more. This 24/7 resource supports 99% of the United States and is available in more than 180 languages.
211 is there for you in their time of need. Like 911 and 988, 211 is an FCC designated number that allows 211 employees to direct callers to resources available through local nonprofits, federal assistance, and state and local governments. More info is available here.
