Morgan McGarvey and Rand Paul Lead Bipartisan, Bicameral Push to Ban No-Knock Warrants Nationwide with Justice for Breonna Taylor Act
WASHINGTON, D.C. (December 10, 2025) – Today, Congressman Morgan McGarvey (KY-03), Senators Rand Paul (R-KY) and Cory Booker (D-NJ), and Reps. Yvette D. Clarke (NY-09) and Jasmine Crockett (TX-30) reintroduced legislation to ban no-knock warrants, the Justice for Breonna Taylor Act. The bill is named after Breonna Taylor, who was killed in March 2020 during a police raid on her Louisville home under the authority of a no-knock warrant.
Since the bill’s introduction last year, former Kentucky police detective Brett Hankison has been found guilty of violating Breonna Taylor's civil rights, sparking a renewed push for a nationwide ban on the dangerous tactic that allows law enforcement to forcibly enter and raid a home without warning.
“It’s been five years since Breonna Taylor was killed by police, and we continue to grieve the life she should still be living today,” said Rep. McGarvey. “No law can right that wrong, but we can honor her memory by fighting for the justice she was never given. An homage to the heroic life Breonna lived as an EMT, this bill will save countless lives by banning the dangerous and deadly use of no-knock warrants nationwide. I’m grateful for Senators Rand Paul and Cory Booker and Reps. Yvette Clarke and Jasmine Crockett for their steadfast commitment to protecting civil liberties in this country and getting Breonna Taylor the overdue justice she deserves.”
