FY2024 Community Project Funding Submissions
This year, the House Appropriations Committee will accept Community Project Funding requests for Fiscal Year 2024. This initiative allows Members of Congress to target federal funds towards projects and programs in their respective congressional districts that will address the most significant needs facing the communities they represent. Project submissions will be rigorously vetted and we encourage you to thoroughly review the guidance to ensure projects meet all requirements. If submissions successfully make it through the selection process, the requests will be funded through numerous government funding bills. Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for Fiscal Year 2024. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.
In the interest of transparency and accountability, all Members are required to post all Community Project Funding requests submitted to the committee on their website. In compliance with House Rules and Committee requirements, Rep. McGarvey has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested.

Western Outfall Rehabilitation

This is a valuable use of taxpayer funds because Western Outfall Infrastructure Rehabilitation is a requirement of Louisville MSD’s Second Amended Consent Decree (2ACD), as part of the Critical Interceptor Program. It is included in the Integrated Overflow Abatement Plan (IOAP). This integrated plan was approved by EPA and Kentucky Division of Water to comply with the Consent Decree and address overflows across the community. Asset Management projects like Western Outfall Rehabilitation supports Clean Water Act standards by reducing Inflow and Infiltration (I/I) that cause overflows. By implementing this project as required by the 2ACD, MSD is fulfilling commitments that help improve water quality.

Louisville Group Violence Reduction ReEntry Project

The purpose of this request is to enhance the safety of drivers, bikers, pedestrians, and everyone travelling underneath four busy underpasses in Louisville. Currently, these underpasses - where I-65 intersects with Liberty Street, Jefferson Street, Market Street, and Main Street - are busy but poorly lit and they make everyone traveling underneath them less safe. This is a valuable use of taxpayer funds because it would make everyone who travels these underpasses safer - especially pedestrians on foot, who will enjoy a better sense of place and security.

This purpose of this project is to make streetscape improvements to a blighted and busy intersection in downtown Louisville, KY. The intersection currently has poor infrastructure for pedestrian and bicycle travel, which this project would improve. The project would further upgrade streetlights and traffic signals and add pedestrian crossing lanes. This is a valuable use of taxpayer funds because it will make this busy intersection safer for travelers in every mode of transportation - especially for those on foot and on bicycles.

This building is located adjacent to the campus of Simmons College and would allow for the immediate expansion to start building competitive workforce development programs. The building will host newly developed degree programs and allow students to enroll in and complete degrees and certifications in high-need childcare and education programs, directly addressing workforce shortages in Kentucky.

Volunteers of America Midstates’ (VOA) Transitional Living program is the final phase of their substance abuse recovery process and provides stable housing to clients for a period of six months to two years. VOA would like to expand the number of housing units they offer for women and create new units for men. This project would apply funding to the renovation of units and installation of a kitchen at their Shelby Street, Louisville location and purchase and refurbish units at their Fourth Street location in downtown Louisville.

This project will restore and convert existing, but vacant or dilapidated, structures into commercial space and affordable residential units. At 526 S 18th Street, Louisville, KY, investment will restore a dilapidated historic property to a mixed use space, with a commercial ground floor tenant and two affordable housing units on the upper floor. And at 1731 W Broadway, the investment will convert an existing, aging retail structure into a multi-use space, with two ground floor commercial tenants and two upper floor affordable residential tenants.
